Cities Test Local Control… Again
From this morning’s Des Moines Register, Iowa’s cities are again tilting against the windmill of Iowa’s Home Rule statutes.
Old municipal ordinances are being dusted off and city attorneys are exploring strategies in an effort to restrict the Iowa Lottery’s controversial TouchPlay gambling machines.Whether cities have an ability to order the removal of TouchPlay machines isn’t clear, although some lawyers say state laws authorizing Iowa Lottery games probably override any regulatory effort attempted by local governments.
